You must always insert the CD. That's how you make sure that no sim tens and copy it to distribute to all your friends to send.
I hate above all the games that are added to the package, and just insert the CD again in the middle of the game, because the part that is used from the additional CD.

Do not go to My Computer> Local Disk (C)> Program Files> Maxis> Sim City 4
Copy the file. It asks you to overwrite the file. Simply select Yes.
